As the Baker administration sorted through the myriad of program cuts needed to cover the $768 million in red ink Gov. Deval Patrick left behind, among the easier cuts were those in programs not even off the ground yet.
Lots of things would be nice to have, after all, but not essential — not when the state is hemorrhaging red ink.
